United States Attorney Nicholas W. Chase announced on Mar. 11 that a federal grand jury has indicted Lidio Santiz Julian, 26, and Hugo Lopez Diaz, 21, both citizens of Mexico, on multiple charges related to child exploitation in North Dakota.
The case is significant as it involves allegations of attempted production, receipt, transportation, and possession of child sexual abuse material (CSAM), raising concerns about the safety of children and the importance of law enforcement efforts against such crimes.
According to the announcement, a months-long investigation by the Department of Homeland Security–Homeland Security Investigations (HSI) and the North Dakota Bureau of Criminal Investigation led to a search warrant being executed at a residence in Stanley, North Dakota on February 6. During this operation, Santiz Julian was arrested in connection with CSAM offenses. Authorities seized multiple electronic devices from the residence. Forensic analysis later linked Lopez Diaz to CSAM as well; he was arrested by federal agents on February 10.
Santiz Julian faces charges for receipt and possession of child pornography. Lopez Diaz is charged with attempted production, transportation, and possession of child pornography. The indictment serves as an accusation and notice of charges; both defendants are presumed innocent unless proven guilty in court.
The investigation involved cooperation between federal and state agencies including HSI, the North Dakota Bureau of Criminal Investigation, and assistance from the Mountrail County Sheriff’s Office. Assistant United States Attorney David L. Rappenecker is prosecuting the case.
This case highlights ongoing efforts by law enforcement agencies to address crimes involving child exploitation.
